If it runs once started with no problems, then it should not be a problem with the injector timming. Since you have indicated that the motor has recently been rebuilt there should be plenty of compression. It has to be a problem with the glow plugs either not being run long enough or they simply are not working well. Again, many diesels do not like the cold. Those old units we had back in the 50's and early 60's could be difficult to start if the temperature was below 40 (even when everything else was right with the tractor). These new engins are nothing like what we had then so comparing with a new unit may not be a good idea. Getting it to crank and run was considered success.
