Does starter make any sound at all? Could be that starter is stuck in ring gear, to check losen bolts holding starter on and move it a bit . Check connections on battery and on starter and ground. If it is 6 volt need excellent clean connections. Just because they look good does not mean there isn't a film especially on battery end. Make sure cables are in good shape. You can also pull starter off and check it for function off the tractor. Do you have the type with starter button top of the starter? There may be a bad connection between the contact on starter and contact in button. TRy the simplest things first and go from there.
