Hold your hand over the throat of the carburetor while someone makes an attempt to start the engine. See if there's good suction on your hand. You need good manifold vacuum to pull that fuel into the engine. If there's very little suction your intake manifold may not be tight, valves not seating or the cam may be off.
If you bring No1 piston to TDC on the compression stroke. Your rotor should be pointing to the No1 plug tower and both valves should be closed on that cylinder. Hal
