When I rebuilt my '49 Cub carburetor it dripped gasoline too so I adjusted the float to have a bit more upward pressure and have had no further leaks. There is just one adjustment for mixture on my carburetor. I think mine is set at about 1 1/2 turns from closed. The manual said to start at one turn and go from there. The trick was to keep it running long enough for the engine to warm up before adjusting to run smoothly at low idle. I am not sure I am there yet, but do not seem to have your fouling issue so far.
