Probably have to replace that viton tipped needle and seat. Just don't force it into the seat. I dealt with the same thing by using the needle in the seat to adjust the float level. By pushing down on the float pushed the needle tight against the seat. Maybe your rebuilder did that. Better to use pliers to adjust the level. I tried WD and antiseize on the needle tip with no help.
