They should be firmly fixed in place. If they are loose every time your valve closes the hardened tip will move in the softer rocker arm thus wearing it and getting looser. Also if loose it will be hard to set your valve clearance. They are most likely already worn and should be replaced but you can try and stake them if not to loose. Also check your rocker arm bushings as they might be getting loose to.
