Your local IH mechanic probably means well, but he is just flat out mistaken on how that system operates.
Take the seat off the tractor. Remove the square plate above the three-point galley.
Then, without a load on your weak hitch, operate the hitch up and down a couple of times. It should move smoothly thru the up and down cycle, albeit slowly perhaps?
"IF" you see no "boiling" oil in that galley during hitch operation indicating a possible massive piston seal leak, o-ring leak or cracked cylinder, replace the REAR (piggyback) pump.
Yes, the one that is called the “hitch” pump.
They wear out and their first symptom is weak load lifting capacity. Second symptom is the hitch won't even move.
