The design of those brakes, using no rotor, but instead the two "outer surfaces" Does not allow any replacement of the "rotor" when it is worn too thin. Your inner and outer surfaces have most likely been worn down. The only solution is to take the outer cases in to a shop and have them planed down about1/10 of an inch.
Do one side and check it out. Take off more if you're not satisfied. Then do the other side the same.
You could also have the shop chuck that case in a lathe and just ever so slightly score that shiny surface.
