With the 3-speed, front offset, PTO to the left and pulley behind the seat, I'll second it bein' a Cub.
Couldn't tell the year without the serial number. Price has to do with condition and whether and how bad you want it. Guidance on all these issues ae below. If the motor isn't stuck and it seems like it can be put in runnin' order, that price isn't out of whack. Implements would be a plus.
