I see the 424 has a similar steering system as on the 240U I bought last year. The steering was so bad that you could turn the steering wheel a full revolution before it engaged the wheels. One major difference is that you have shims on the vertical worm gear shaft. If those are worn, broken, or missing, the vertical shaft will lift as the worm shaft turns. There can be no vertical movement of the worm gear.
In my case I discovered both the worm shaft (horizontal) and worm gear (vertical) were in like new condition. However, the tapered shaft the Pitman arm attaches to the worm gear was badly damaged due to the Woodruff key slot being enlarged. Only a little motion (maybe 10 degrees) in the gearing translates to a lot of motion in the steering wheel. Apparently this was a not uncommon problem, cause when I found a used worm gear ($200+), it was in the same condition and I returned it. Finally had a machinist repair the original.
