Hi , Can't help you with the decal but I might be able to with the over spray . It sorta depends on how old everything is IE: the tires and paint . Old tires with old paint isn't always easy . First and easiest is hot water pressure wash ( steams best with a pinpoint tip ) . If that doesn't do it then try a Napa product called Kleanz Eazy . I don't know what the long term effects to the rubber are but it's taken paint off the trailer tires at work . Ya might want to just try paint thinner first , it works for fresher paint . Just about anything is going to be a lot of elbow grease except the power washer . Hint - Next time you or whoever paints near a tire coat it with vaseline first . Paint won't stick then . Armor-all works too from what I hear but I haven't tried it myself . Or the old tried and true - 2" masking tape , some newspaper and a razor blade . Good luck ! ...Randy
