It is not a common problem for a H carb to leak. It will not leak if you have everything as it should be on the carburetor, you don't need an in-line fuel filter, they will cause even more problems. Make sure your carburetor float level is correctly set and be sure the float is in good condition. Make sure that the needle and seat are clean and moving freely. Make sure you have a good bowl gasket and good packing in the adjustment screw on the bottom of the carb. It could also be that your carb adjustments are not right and it is flooding out. (getting too much gas). Also shut off the fuel supply under the fuel tank when the tractor is not running.
