inline filters can cause problems if they are not for a gravity flow system. if you need to put one on, try a napa 3031 or napa 3032 fuel filter. they are full flow for gravity systems. re the fuel problems, be sure the fuel is clean going into the carb, dirt will cause the float valve to stick open, flooding the carb. also the float valve and seat could be bad, the float itself may have a pinhole, and sink in the fuel bowl. also the float could be rubbing on the side of the fuel bowl, or the bowl gasket could be sticking too far in the bowl, and hold the float down.
