Pushing the fingers inward always moves the pressure plate more to the rear or, looking at it another way, toward the outside of the cover, whether the cover is bolted to the flywheel or not. When everything is put together and working, pushing on the clutch pedal moves the throwout bearing forward, forcing the fingers in, which moves the pressure plate away from the flywheel (and toward the outside of the cover), freeing up the friction disc and shaft.
As you tighten it down, all that's happening is that you're putting pressure on the cover instead of the fingers to move the pressure plate. As you do this, the fingers are able to move forward, just as if a throwout bearing were being applied to them.
