Look on the bottom of the governor housing. You will see a cap nut on a stud with a lock nut under the cap. This is the surge bumper spring adjustment. Turn the stud type screw in(clockwise) to ease the surging. If you go to far it will effect your idling. You do need a manual but this will give you an idea of where to start.
