Surging is not caused by the large spring being broken. There is an adjustment on the governor to compensate for surging.
Get a copy of the IH Manual. There is a governor set/adjustment procedure in it that will walk you through the process step by step.
If that doesn't fix it, you may have to take the cover off the governor and replace any worn and/or broken internal parts. Don't worry, if you are careful and make sure everything goes back together like the diagram in the book, it is not hard to do.
If you need to remove the gear that the flyball weights are on, mark it first so that it goes back on exactly where it came off.
A Case/IH dealer should have all the internal pieces you need except for one bushing that you can get at a hardware store or a Lowes.
