To the first question NO as what you are hearing is the pressure relief bypassen . and as to the tappet noise first i need to know what engine as tractor engines are not hyd. liftered and are solid lifter and need adjustment every so often It would be in your best interest to buy a I T manual for your tractor and a operators manual as well .
