Choke half way out means it is lean -- in the carb itself or outlet from tank, or screen inside inlet to carb. If the carb was very dirty, it takes more than a simple cleaning with carb cleaner -- soak it overnight when disassembled and blow out with compressed air. Stock HP is 34, 44 sounds pretty good to me.
