I just finished removing the sleeves out of my H and none of them were loose. Before replacing them I removed the "gummy" carbon off of the inside of each cylindar to get them clean and smooth. I then used WD-40 on the bore and the new sleeves and they went right in with just a little tap with a wooden block to get them flush and tight. Maybe your cylindars were honed out too much on a previous overhaul making them a little oversize for the sleeve.
