The radiator should sit more or less vertical. However if it leans forward or back bit it won’t hurt anything so long as the fan blades clear the radiator core.
Suggest mounting the grille to the rad, setting the the hood in place, then adjusting the stay rod as required to get the best fit between the grille, hood and gas tank.

When the tractor was built heavy gear oil was installed in the steering gear box. However gear oil will leak out thru the pivot shaft seal as the seal ages and the pivot shaft wears. Many of us have had excellent luck packing the gearbox with a good quality wheel bearing or corn head grease. It’ll lube the worm and gear just fine and it won’t leak out even if the seal is bad.
