Red,
Have the neighbor to literally choke the engine down when stopping by letting the clutch out(engine idling) while engaging the brakes. This will cause the crank to stop at a different location thus removing the starter drive from having to make contact with the ring gear at the same spot that it has been using for 40 to 50 years. Once the starter is engaged with the ring gear it will roll by the bad area without any problem. Try to get the tractor to crank on the initial attempt obviously to avoid the second attempt in the worn area.
