I assume you are speaking of the axle oil seal. You"re right, it is not a terrribly difficult job, but can be a bit tedious. Yes, you"ll have to drop the oil pan, then take the axle out. The fine-thread 5/8" bolt on the side towards the tractor centerline comes out along with spacers, then the axle should pop out (toward the wheel) with a little persuasion. The bullgear splines onto teh axle and will fall straight down when the axle slides out. Make sure you observe the orientation of the bullgear, spacer, & spacer washer so you can put them back the same way. (The first one I did (on my "48 SA), I did not notice the bullgear hub is larger on one side. It won"t fit backwards!) Once the axle is out, the seal housing can be unbolted and the seal replaced. You can go to IH dealer (#358 810 R91) or get an equivalent (National Oil Seal #480115) at an industrial parts house. The outer felt ring is a good idea too - it keeps dirt out of the seal. You might think about bearings too, since you"re in there anyway (standard numbers are 6210 & 6207). I hope this helps a little.
