SDMan, I was studying this system some more. I understand what you are saying about the front pump not priming due to scavanging by the rear pump. But, in addition to powering the power steering, the front pump also powers the power brakes and TA. Those two things do work correctly upon starting the tractor, so that leads me to believe that the front pump has primed correctly. Could it be that the manual power steering pump that is attached to the steering wheel is worn in a similar way so that it does not pump oil effectively when the steering wheel is turned at first startup (due to the manual pump being dry)?
