we just plug the neck on the filter donw in the hole, had not noticed it coming loose yet. I think the oil flow helps keep it pushed down in there. The best I can find out these tractors came that way. They were bought used from the Army Coprs of engineers about 25 years ago.
I dont have a parts manual for the engine, guess i should go to an online source and see if they list the springy thing.
Naah they have made it since 68 that way. Ours are the US versions with the c153 gas engine.
