Hi TN, I have never worked on 354 but have work on the older model B414 & 434. To begin with is the clutch pedal free travel set proper at 3/4" to 7/8" free travel? If not read the Operator's manual how to adjust clutch free travel. The PTO problem can be caused by two problems, 1) free travel of clutch pedal out of adjustment. 2) fingers on pressure plate out of adjustment or in the case of our 434 the adjustment nuts had worn a grove in the pressure plate and turning the nuts 1/4 turn put them on an unworn surface. Usually the clutches on these tractors last a long time unless they have a front end loader on them. If you have a PTO on this tractor then you should have a two stage clutch, where pressing clutch 1/2 way down transmission stops and all the way down PTO stops. For the two stage clutch the PTO clutch is 9" and transmission clutch is 11". Better buy a shop book for this tractor as replacing a two stage clutch is more complicated than a simple single stage. You must adjust the clutch fingers to certain specs so that transmission stops 1/2 way down and PTO stops all the way down. To access splitting to change clutches: 1)Where can wiring harness be split. 2)Where can fuel lines be split. 3)Where can hydraulic lines be split and on this model only two choices, at hydraulic pump or at the front of the seat. Next problem the hydraulic lines have to be plugged or corked or the hydraulic reservoir has to be drained.
Botom line if you don't have the proper splitting stands and tools to split a tractor, hire a professional as this CAN BE VERY DANGEROUS to your health.
