Gotta be either it's wired up wrong or the cutout relay in the voltage regulator has stuck closed.
First double and triple check your wiring - make sure all the connections are made to the proper terminals. Also make sure there are no accidental grounds. Pay particular attention to the wire between the voltage regulator BAT terminal and the ammeter. (Also if your Cub has lights check the supply wire to the light switch....)
If you find no errors or grounds, next temporarily disconnect the wire from the GEN terminal at the regulator. Now try reconnecting the wire at the ammeter. If you still get fireworks the problem is a bad voltage regulator - time for new one.
