That's a quick hitch just as Howard says. It's an accessory for an existing 3pt hitch, and doesn't work with all 3pt implements.
Scooping up the implements is how it works IN THEORY. In reality, it doesn't work well unless everything is absolutely perfect. The implement has to be on solid level ground and sitting at the right angle. The tractor has to be on solid level ground and you have to back in exactly right to scoop up the implement.
