Well it is hard to tell for sure, we need more info. If the tractor is equipped with a TA (very likely) it could be a part of the problem. If the TA lever is forward, then the TA clutch could be bad allowing the TA to slip. It would act like it was able to slow down some, but be able to pull when it got to TA speed. (partially slipping) If it flat will not move, there could be broken parts in the TA assembly, or other issues. What procedures did the "mechanic use to determine the clutch was OK? The TA is a Great Asset to the tractor, and should be repaired if it is broken. A possible real cause of the symptoms you describe are improperly adjusted TA/and main clutch linkage. There may be nothing wrong. The Book is needed to adjust a TA correctly, (no seat of the pants adjustments are usable until you get to the point of extreme experience The Tractor Vet, or a gent on here, Mier, among others, who have that experience.
