There is another answer to this problem.
Check the tube enclosing the linkage connecting the carb butterfly to governor for alignment. If this is not in alignment, the governor will not actuate properly.
Loosen off the screws at the housing end of the governor and tap it with a hammer lightly. See if the tractor will idle down. It just may not be the spring and bearing assembly!
