Mike - Unfortunately a 4 position switch cannot easily be adapted to do what you propose (would require a major internal modification of the switch to accomplish)
Instead probably the easiest solution to do what you propose is to wire the front lights normally. Then wire the rear light thru a separate on-off switch.

To your other question, with a voltage regulator there is no need for manual charge rate control (the regulator does this for you). Rather the L and H positions simply become two alternate "off" positions for the lights.
