Hi, the PTO clutch can be remove & repaired from the hole in the transmission case under the right foot. Before you dig into the PTO clutch check the operation of the PTO ON/OFF lever. It activates a spool valve on top of the MCV valve on the left side of the tractor under your left foot. Sometimes the mechanism gets rusty and does not open the spool valve properly. There is also a hydraulic pressure test for PTO clutch.
