There is a serial number break for that tube. Serial number 376419 and below uses 3218478R1. Serial number 376420 and above uses 3228065R1. You can look this up on the CaseIH web site.
Here is what the owners manual says about the fuel control lever. "This is a three position lever. Fully upward is the engine RUN position, the mid position is for START where excess fuel is metered to the engine by the injection pump to aid cold starting and fully downward is the engine STOP position."
