If the test was done with the throttle open, all plugs out, and good cranking speed, it is low. Differences in compression between cylinders is moew important than the actual numbers. If your gauge is accurate, and conditions are as above, and they are all low, I would look for signs of oil consumption. if not using oil, the misfire could be sticking valves, or a leaky intake manifold, or intake gasket, allwing one cylinder to not fire. Read the plugs, Differences may allow diagnosis. Find the offending cylinder by pulling one wire at a time then replacing it until the guilty cylinder is located.
