Hi David, Nice to hear you found a F-30. They are nice tractors. Going by your serial number, your F-30 is a 1935 year. I believe your F-30 should be painted gray, IH painted them gray in the beginning and sometime is 1937, they started painting them red. As for the radiator tank, I'd have to check my parts books, if someone else does not help you on the radiator tank, I can check my books. Sorry I can't give you a exact "value" of the F-30, but I know F-30's are getting hard to come by and you don't see many of them anymore.
