Thats a typical fuel problem, and you have not checked it out accurately. As others have said, having fuel run out at the carb does not mean you have unrestricted flow, Fuel should flow continuously when you pull the line and let it into a container, after a couple of minutes you will know. Incidentally your blockage will be in the screen in the fuel bowl, very typical of an H. I had a neighbour who had tractor problems and he said he had fuel flow..and he did, it flowed real well for about eight seconds then it dried up..if you waited a few minutes until it trickled in you would have good flow again...for about eight seconds.......
