As far as his ESWS pin, that's outstanding that he's going after it so soon! I did the same for my Aviation Warfare Specialist pin. It will pay off in general knowledge, and will show him as a go-getter amongst his peers.
Has he looked into an Officer Assestion avenues? If he's under 21, and doing well, he can apply for the Naval Academy, which has many slots each year set aside for active duty enlisted that go unfilled every year. If he's at all interested, he should start now! Take it from a guy who started too late.
