The only part the electrical system has in starting your 1066 is to provide fast enough cranking to generate compression enough heat to ignite the diesel. Black smoke at cranking would not be normal but if it is cranking over but not starting you should be getting a whitish gray smoke. There should be a noticeable difference between the shot off and run positions in the amount of smoke. The pump is designed to go to maximum fuel delivery for starting when ever the throttle is not in the shut off position so opening the throttle any more than a little above low idle is not necessary. the maximum fuel delivery is controlled by the presence of engine oil pressure so if it does not start before the oil pressure comes up you need to wait a couple of minutes before trying again.
