The original seal consisted of two main parts. There was a felt ring that was a dust shield and then a leather lip type seal. In that application the lip of the leather seal faced forward and not the oil as is normally the way a lip seal is installed. The concern was more to keep out dirt that may be blown back by the fan blade than to keep oil in.
The new seal is just a single lip type seal. Since it will do a better job of sealing than the original I would install it with the lip toward the oil otherwise the spring inside the lip will rust out. Unless your pulley is in really poor shape, only install the seal flush with the front of the seal bore. that will keep more of the pulley on the oil side so if you later need to install a new seal it can bne installed deeper and the pulley will not be all pitted from rust.
