If when the steering works, it works fine at low RPMs, then the pump is probably OK. Pump failure will start to show up at low engine speeds as the pump volume drops off so that it can no longer maintain correct pressures.
The other thing that can cause problems like you describe is a sticking flow divider valve.
The pump on a 1066 is rated at 9 GPM at rated speed. The flow divider assures 3 GPM for steering and brakes at any RPM and pump flow. The remainder of the oil is directed to the oil cooler and then to lube the differential and ring and pinion gears. Continuing to use a tractor with a weak MCV pump is a major cause of rear end problems with these tractors due to lack of lubrication.
