It's VERY common for engines to be set up so the marks on the timing gears are not lined up when #1 is at TDC.
As long as that's the way the designers set it up AND the marks are properly aligned, no worries.
My GUESS is that they do it that way so NO valves are being opened, or just closing which would tend to make the cam rotate back out of position, and make it difficult to install the timing gear.
They pick a sort of "neutral point", where the cam will stay put (not rotate forward or backward) while you install the gear, and make the gear timing marks at that point.
