what is the this, fahr tedder piece??

hello guys, I had this in the shop,I believe it is for a tedder rake??

I think it was in an auction lot, I will never use it, I am going to list it on ebay, but need the correct name.. it says fahr with some numbers that dont bring up anything,[1-1043-030-102-00,,,, and then another # 06580454,
