OK! Went back found your original post May not help you at all.And this is very difficult to explain over the phone.(weak steering very little brakes?)
Here we go.Go back to the rear of 706 remove top link bracket.right above PTO 6 bolts. Ok now on the far right of that housing lower sensing arm from lower cross shaft.Grab it by hand see if it moves if so it has broken u bolt at bottom.Have to pull PTO.Now if it is tight(MAKE sure the top of that arm should have a 1/4 adjusting bolt in top of it with a piece made like a eagle claw on it.( NOW make sure that eagle IS IS FOR sure behind the upper sensing arm.THAT mean to the rear of tractor)
repeat lower arm to rear>> upper arm to front <<
If the lower is in front the upper it cancels HYDRAULIC action YES three point will raise but that's all you have.
NOW your steering MAY be another problem.OR OR it could be I know if the oil cooler lines have been crossed it can mess things up with the MCV valve.
Just some the things i've stumbled into.May not make any sense to you but worthing looking at.
