I believe, though I may be wrong, that he's making fun of the ricers and tuners that put graphics on their cars and in their back windows. A lot of people joke that the graphics add horsepower, or that putting a body kit on a Dodge Neon makes it go faster. We all know it doesn't, but it doesn't make it any less funny.
