I believe one of two issues may be involved.
Either the throttle plate is not centered in the bore and hanging up on something, or the governor tang and slot connecting the carb to shaft is actually not in the groove. Loosen the screws holding the throttle plate just a little and center the plate in its bore at Idle. (Idle sped screw turned out to allow it to touch the bore.
The tang and slot can be seen by removing the two bolts holding it to the carb, and peek inside. JimN
