Wait a minute here. Hugh's answer is correct if you are talking about the main govermor spring. I assume you are actually asking about the bumper spring that helps control surging. It does screw in from the bottom. It should be covered with an acorn nut. Take the acorn nut off then unscrew the holder for the spring. You will probably find the spring is gummed up and needs cleaning. You may even find it broken or rusted into pieces. If it is good, clean it up, oil it and screw it back in. If it is damaged, get a new one. Set it by trial and error. Screw it in a bit and try it. If it surges, screw it in a bit more etc.
