CNKS has nailed your real problem Farmalls are just too fast in low gear for tillers to do their job. He's giving the thumbs up to TA equipped tractors, I don't even do that, still too fast. Besides, most folks in small garden situation tend to create a concrete out of soil. Things don't grow well in concrete. You pulverize any soil fine enough and it will act like concrete.
