If the needle is laying in the bottom of the bowl then crimping to post should fix that.
When you get it back together, shake the carb up and down a litle and you should hear the float moving up and down if it is not stuck on anything.
Also look at the float where the needle rides to see if there is a depression there. That would keep the needle from closing all the way at the right adjustment. If so you can get a new float or try to flatten out the depression or change your adjustment to allow for it.
