Karl: Like your 240, most American built IH tractors prior to 1965 are too fast for rototillers. Pick up a 2x12 plow, 20 blade disk and a 7' cultivator. I know it sounds like 3 implements to take the place of a tiller, however over the years those 3 will be your least expensive option. 50+ years experience from this old guy. Operating maintainence on the tiller is the expensive part.
Over the years I've had countless calls from folks, asking the question, "Why wont my garden produce?" Usually my answer is junk the rototiller. Bear in mind the tiller is not the problem, excessive use by the owner is usually the problem. Excessive use of the plow, disk and cultivator will do the same, just takes longer, thus folks are less apt to do it.
Soil, pulverized as fine as cement you buy in a bag at the hardware store, will share a lot of the same qualities, once mixed with water. Most folks haven't enjoyed much success growing a garden on concrete.
