Fluid in the tires puts the weight right on the ground and wheel weights put it on a chosion of air which is not as good. My self I use wiper fluid in my rear tires. It not as heavy as CACL but it doesn't cause the rim problems like CACL does and its safe for animals which anti freeze isn't.
