H Hitch Setup

I will try to explain my problem. Feel free to ask questions if I am not clear. I recently purchsed the two rear brackets which attach to the axle and support the drawbar crossmember. These were missing previously. Anyway, when I get everything attached the crossmember does not come out far enough over the drawbar which prevents me fro attaching the upper part (u-shaped) onto the drawbar. What am I doing wrong here? I have tried to adjust the brackets but it does not come forward. Thanks in advance for any ideas.
